What is the ruling on supplicating when rain becomes excessive and harmful?

It is incumbent to supplicate to God Almighty when rain or the waters of springs become excessive to the extent that they cause harm. The supplication should be for God to alleviate the severity, divert the harm, and place the water in beneficial locations. This is supported by the Prophet's supplication mentioned in the preceding chapter. This supplication is warranted because the harm arising from excessive rain is one of two harms, making it desirable to pray for its removal, just as it is desirable to pray for the cessation of drought.
