Is an oath established when one states, 'The oaths of allegiance (*ayman al-bay'ah*) are binding upon me'?

Al-Qadi mentioned in another context that concerning one who says, 'The oaths of allegiance are binding upon me,' if he knows and intends everything contained therein, his oath is established with everything contained within those oaths.
