If a minor knows he will reach puberty during the day, or a traveler knows he will arrive, is fasting obligatory upon them before their excuse ends?

If the minor knows he will reach the age of maturity during the day, or the traveler knows he will arrive, fasting is not obligatory upon them before their excuse ceases. This is because the cause for the concession is present, establishing its ruling, just as if they had no such foreknowledge.
