If a person delays making up obligatory fasts without a valid excuse until two or more Ramadans have passed, the obligation is limited to making up the missed fasts and paying the expiation (*fidyah*) for each missed fast. The obligation does not increase due to the multiplication of the delay. This principle is analogous to delaying the obligatory Hajj for several years, where the obligation remains only the Hajj itself, not an increased penalty.
