Is pouring water over the head due to heat or thirst permissible while fasting?

It is permissible to pour water over one's head due to heat or thirst while fasting. This is supported by the report from some Companions that they saw the Messenger of Allah, peace be upon him, pouring water over his head while fasting due to thirst or heat while at Al-'Arj (Reported by Abu Dawud).
