What is the ruling on a fasting person using a wet siwak?

There are differing narrations from the Prophet (PBUH) regarding the use of a wet siwak while fasting, with one narration indicating dislike (Makruh). This view is held by Qatadah, Al-Sha'bi, Al-Hakam, Ishaq, and Malik in one narration, due to the risk that particles might dissolve and reach the throat, thereby breaking the fast.

It is narrated that using a wet siwak is not disliked (La Yakrah). This position is adopted by Al-Thawri, Al-Awza'i, and Abu Hanifah. This opinion is also narrated from 'Ali, Ibn 'Umar, 'Urwah, and Mujahid, supported by the hadith of 'Umar and other Companions.
