What is the ruling on one who begins a journey during Ramadan, after the month has begun, but before dawn?

If a person travels during the night before Ramadan starts, there is no known disagreement among scholars regarding the permissibility of breaking the fast upon entering the month while traveling. If one travels during the month at night, they may break their fast on the morning following their departure and thereafter, according to the majority of scholars.

Supporting text

Obaida al-Sulaimani, Abu Mijlaz, and Suwaid ibn Ghaflah hold that one who travels after the month has begun may not break the fast, citing the verse: "So whoever among you witnesses the month, let him fast it" (Quran 2:185), as this person witnessed the month.
