Is the testimony of one man and two women, or only women, accepted for the sighting of the Shawwal moon?

The testimony of one man and two women, or the testimony of several women independently, is not accepted for the moon of Shawwal, nor for any other months. This is because it is an event witnessed by men that does not relate to property, thus resembling penal law (Qisas). By precaution for worship, the ruling for Ramadan was left as requiring two male witnesses.
