Must citizens swear an oath regarding Zakat payments made to rebels if they claim payment was rendered?

If the owners of the Zakat assets claim they paid it before the ruling forces took control, their claim is accepted without an oath. Ahmad stated that people are not to be sworn oaths regarding their Zakat payments.
