Is the claim of a Muslim taxpayer regarding Kharaj payment made to rebels accepted without proof?

There are two views concerning the claim of a Muslim subject that he paid the Kharaj to the rebels. The first view accepts the claim because Kharaj is a right upon a Muslim, thus accepting his word like Zakat. The second view rejects it because Kharaj is compensation, similar to Jizya.

If the person owing Kharaj is a Dhimmi, the ruling follows that of Jizya, as it is compensation owed by a non-Muslim.
