Should a just ruler killed in repelling the rebels be washed (ghusl) and prayed over (Salat Janazah)?

There are two narrations concerning this. The first holds that he should neither be washed nor prayed over, as he is a martyr of battle in a prescribed fight, thus resembling the martyr killed among non-believers in battle. The second narration, held by Al-Awza'i and Ibn al-Mundhir, states that he must be washed and prayed over. This is because the Prophet ordered prayer for anyone who testifies, 'There is no god but Allah,' exempting only the casualty of battle against disbelievers. Therefore, in all other cases, the general rule applies. Furthermore, the reward of the martyr killed fighting disbelievers is greater, including intercession for seventy members of his household, a status not attained by the ruler killed fighting rebels, meaning the ruling applicable to the greater case should not be applied to the lesser.
