Is a prescribed punishment (Hadd) applicable to an individual who commits an offense necessitating Hadd while in the domain of war (Dar al-Harb)?

If an individual commits an act necessitating a prescribed punishment while in the domain of war, that punishment is incumbent upon him. However, its actual implementation (Qiyam) may only occur upon entering the domain of Islam, as established in its proper context.
