Can a Muslim woman who is a known transgressor (Fasiqun) be a wet nurse?

A woman who is a known transgressor cannot serve as a wet nurse. This is included in the ruling established by Umar ibn Al-Khattab and Umar ibn Abdul Aziz, who prohibited seeking milk from such women. Furthermore, it is noted that the wet nurse's hair (presumably referring to the condition of the woman) is not to be observed.
