To whom does the blood money belong if an abandoned infant is a victim of homicide?

If an abandoned infant is a victim of a crime against the self (Nafs) that necessitates blood money (Diyya), the blood money belongs to the public treasury (Bayt al-Mal) because the treasury is considered his heir.
