Can a guardian (*Ameen*) move a foundling (*Luqit*) who was discovered in an urban area to the desert?

The guardian cannot keep custody of the foundling if he intends to move him from an urban area to the desert. This is prohibited for two reasons. First, remaining in the urban area is more suitable for the foundling's religious and worldly well-being, providing greater comfort. Second, when found in an urban area, the appearance is that he was born there, making his continued presence there more likely to reveal his lineage and allow his family to be discovered and acknowledge him.
