The responsibility for paying the blood money for a crime committed by an abandoned infant, which would normally fall to the 'Aql (kinsmen), rests upon the public treasury (Bayt al-Mal). This is because the inheritance due to the infant belongs to him, and his maintenance is also borne by the treasury.
