If no person capable of proper care is found, custody remains with the finder, because keeping him in his hands, despite any shortcomings, is preferable to his ruin. Furthermore, if only someone equal to the finder is found, the current finder maintains custody, as there is no benefit in removing him only to place him with someone similar.
