What is the financial obligation if the master refrains from redeeming the Umm Walad?

There are two narrated positions concerning the financial consequence if the master refrains from redemption: either he is obligated to redeem her for the lesser of two amounts, or he is liable for the penalty (arsh al-janayah) regardless of its extent.
