Both Eid sermons must occur after the prayer. This is the consensus among Muslims, with the exception of the Umayyads. The practice of the Prophet ﷺ, Abu Bakr, 'Umar, and 'Uthman was to pray before the sermon. Those who deliver the sermon before the prayer are considered to have performed it in the wrong place, analogous to delivering the Jumu'ah sermon after the prayer.
