The hands must be raised with every takbeer, including the opening *Takbirat al-Ihram*. This is the position of 'Ata', Al-Awza'i, Abu Hanifa, and Al-Shafi'i, supported by hadith stating the Prophet ﷺ raised his hands with the takbeer. This is analogous to the opening takbeer and differs from the takbeers during prostration.
