In a large city where gathering in one mosque is difficult due to distance or capacity constraints, it is permissible to establish Jumu'ah congregations in as many mosques as necessary. This view is held by 'Ata'. The justification is that since Jumu'ah is a prayer legislated for congregation and a sermon, it is permissible in necessary locations, similar to the Eid prayer.

Abu Hanifah, Malik, and al-Shafi'i maintain that Jumu'ah is not permissible in more than one location within a single city because the Prophet (peace be upon him) and the Rightly Guided Caliphs only performed one Jumu'ah prayer in one mosque. Abu Yusuf permits it only in Baghdad for specific reasons related to the implementation of legal punishments ('Hudud').
