Performing the announcement (Ta'rif) in major cities on the evening of 'Arafah is permissible. The view held by the Qadi confirms that there is no objection to this practice in other cities (al-Amsar). Imam Ahmad stated that there is no harm in it, as it involves supplication (du'a) and the remembrance of Allah. This practice was reportedly initiated by Ibn Abbas and Amr ibn Hurayth, according to Ahmad. Furthermore, al-Hasan, Bakr, Thabit, and Muhammad ibn Wasi' used to witness the gathering in the mosque on the day of 'Arafah.

Imam Ahmad explicitly stated that he personally does not perform this action, although he deemed it permissible for others. Yahya ibn Ma'in is reported to have attended the gathering with the people on the evening of 'Arafah.
