Primary text

It is not disliked for one who missed Jumu'ah, or is not obligated to attend, to pray Dhuhr in congregation, provided they are safe from being perceived as opposing the Imam or wishing to repeat the prayer after praying with him. This was done by Ibn Mas'ud, Abu Dharr, and others. The evidence is the Hadith stating that congregational prayer is superior to individual prayer by twenty-five degrees.

Supporting text

Al-Hasan, Abu Qilabah, Malik, and Abu Hanifah disliked it because during the time of the Prophet (peace be upon him), there were excused individuals, yet no narration reports they established a separate congregation.
