Is permanent residence (*istiṭān*) a condition for the obligation of Friday prayer?

Permanent residence is a condition according to the majority of scholars. This means residing in a village meeting the specified descriptions, without migrating seasonally or annually. The prayer is not obligatory upon a traveler, nor upon a resident whose community seasonally vacates the village for part of the year. If the village is ruined, partially or wholly, but the inhabitants remain with the intention of repairing it, the ruling for establishing Friday prayer remains. If they intend to relocate, it is not obligatory due to the absence of settled status.
