Is praising Allah and sending blessings upon the Prophet required in each of the two Jumu'ah sermons?

Praising Allah the Almighty and sending blessings upon the Messenger of Allah are stipulated conditions for each of the two sermons. This is based on the Hadith: "Every matter of significance not initiated with the praise of Allah is rendered incomplete (abtar)." The mention of the Prophet must follow the mention of Allah because of the interpretation of the verse {And We raised high for you your remembrance} (Quran 94:4), where it is explained: "I am not mentioned except that I am mentioned with you." Also, since this is a place where mentioning and praising Allah is obligatory, sending blessings upon the Prophet is obligatory, similar to the Adhan and the Tashahhud.

It is possible that sending blessings upon the Prophet is not obligatory because the Prophet did not mention it in his sermons. There is also a view that praising Allah and giving advice is sufficient, as this constitutes a sermon and fulfills the purpose, and there is no proof for stipulating more.
