Is reciting Surah Al-Hajj on the pulpit sufficient for the Khutbah (sermon)?

Reciting Surah Al-Hajj on the pulpit is not sufficient for the Friday Khutbah. The sermon must only be conducted as the Prophet, peace be upon him, delivered it, or as a complete sermon. This action is invalid because it is not termed a Khutbah and does not fulfill its required conditions.
