Is the recommendation to pray two rak'ahs negated if performing them would cause one to miss the beginning of the prayer (the first takbir or rak'ah)?

If one's entry into the mosque occurs so late in the sermon that engaging in the prayer would cause one to miss the beginning of the prayer (the first part, impliedly the opening takbir or the first rak'ah), then engaging in the prayer is not recommended (Istihbab is removed).
