Primary text

It is desirable to supplicate for believing men and women, for oneself, and for those present. It is commendable to supplicate for the Muslim ruler for righteousness. Abu Musa al-Ash'ari used to praise Allah, exalt Him, send blessings upon the Prophet, and then supplicate for Umar and Abu Bakr. The validity of leading the supplication with Umar before Abu Bakr was questioned, but the consensus holds that supplicating for the Muslim ruler's righteousness is desirable because his righteousness benefits the community, based on the practice of the Companions.

Atta stated that beginning the supplication with Umar before Abu Bakr is an innovation (mubtada'). The jurist Al-Qadi stated that this specific order is not desirable because Atta deemed it an innovation.
