Does the ruling against displacement apply if the seated person is a slave?

If the person occupying the seat is a slave, the master is not permitted to displace them. This is due to the general scope of the prohibition found in the Hadith. Furthermore, this right concerning a seat in the mosque is considered a religious right, not property, meaning the slave and the master are equal in this right, just as they are equal concerning all religious rights.
