What is the ruling if a follower joins the Imam during the final Tashahhud?

If the follower catches the Imam in the Tashahhud, they must follow the Imam and then complete one Rak'ah after the Imam's final Taslim, like one joining late.
Supporting text
Abu al-Khattab suggested making Sujud for forgetfulness (Sujud as-Sahw) in this situation. However, there is no basis for making Sujud for forgetfulness here because the follower is not liable for the Imam's forgetfulness, nor is Sujud prescribed for an intentional act.
