What is the ruling regarding establishing a second Jumu'ah prayer in a city when no need exists?

If there is no necessity, establishing more than one Jumu'ah congregation is not permissible. If two are held, a third is invalid. If two Jumu'ah prayers are performed in one city without necessity, and one is the Imam's Jumu'ah, the Imam's prayer is valid, and the other is invalid, because invalidating the Imam's prayer involves preempting him and causing him and his followers to miss Jumu'ah.

Another view suggests the preceding prayer is the valid one because it was not preceded by anything that invalidates it, nor is it invalidated by what follows it. If one congregation has a clear advantage (like being in the main mosque or authorized by the Sultan), that one is valid. If both are equally authorized or unauthorized, the preceding one is valid because it was established with its conditions without being nullified by a subsequent valid prayer.
