The funeral prayer is not performed for the people of the abode of war because they are considered disbelievers. Intercession is not accepted for them, and supplication is not answered concerning them. We are prohibited from seeking forgiveness for them, as evidenced by the Quranic command to the Prophet (peace be upon him): {And never pray for any one of them who dies, ever, nor stand over his grave} (Quran 9:84), and {Whether you ask forgiveness for them or do not ask forgiveness for them - even if you ask forgiveness for them seventy times - never will Allah forgive them} (Quran 9:80).

The reason for the Prophet's (peace be upon him) apparent omission of the funeral prayer for Ma'iz is likely because he commanded others to perform it due to an excuse, supported by the instance where the Prophet (peace be upon him) ordered the prayer for the Ghamidiyyah woman after she was stoned, stating her repentance was sufficient to cover the inhabitants of Medina. Similarly, Aban commanded the prayer for her, which Ibn 'Abd al-Barr considered correct.
