Is recitation of the Quran permissible at the gravesite?

Recitation at the gravesite is permissible. Imam Ahmad initially expressed reservations, stating that recitation at the grave is an innovation (*bid'ah*), a view also attributed to Hisham. However, Imam Ahmad later retracted this prohibition, evidenced by a group reporting that he instructed someone to tell a man to recite when Muhammad ibn Qudamah asked him about the recommendation of Mubashir al-Halabi, who advised reciting the beginning and end of Surat Al-Baqarah at his grave based on the instruction of Ibn Umar. Furthermore, Imam Ahmad was observed praying behind a blind man who was reciting at the graves. Evidence supporting recitation includes the Prophetic tradition stating that whoever enters the cemeteries and recites Surah Ya-Sin, the punishment for the deceased will be lightened for that day, and the reciter will receive merits equal to the number of deceased present. Another tradition states that whoever visits the graves of his parents or one of them and recites Ya-Sin there, he will be forgiven.
