Presenting food before guests implies permission for them to eat it; this action does not require explicit verbal acceptance (Qabul) from the guests. This is universally agreed upon by scholars known to the jurist. The underlying principle is that the presentation signifies the mutual agreement necessary for the transfer of usage rights, similar to how Ijab and Qabul transfer ownership.
