Is applying kohl (surma) forbidden for a person in the state of Ihram if it does not contain perfume?

Applying kohl that is not made of ithmid (antimony) is not disliked, provided it does not contain perfume. This ruling is established by the tradition of Aisha and the statement of Ibn Umar. Furthermore, a supporting evidence is found in the report by Muslim where a man suffering from eye pain while in Ihram was instructed by 'Aban ibn Uthman, citing Uthman, that the Prophet, peace be upon him, permitted applying sabr (aloe) to the eyes of a man in Ihram who suffered eye ailments. This indicates the permissibility of similar substances that do not involve adornment or perfume.
