The correct view is that compensation is only disliked or required if the strap and heel strap are wide. The fundamental ruling is that removal is not obligatory unless they are wide, because if cutting the covering of the feet is not required, then cutting the sandal strap is certainly not required.

A narration from Ahmad suggests paying compensation for the strap on the sandal. Ata' stated that there is a penalty (blood/dam) for the strap and the heel strap. Ibn Abi Musa stated that compensation is due for both the strap and the heel strap.
