Is the condition of offering the sacrifice of Tamattu' a prerequisite for the validity of Tamattu' for the resident of Makkah?

The condition of offering the sacrifice is exclusively related to the obligation of the sacrifice itself, not to the validity of the Tamattu' ritual for the resident of Makkah. The Tamattu' performed by a resident of Makkah is valid because Tamattu' is one of the three established rites of Hajj, and thus it is valid for the resident, similar to the other two rites. The essence of Tamattu' is performing 'Umrah during the established months of Hajj and then performing Hajj in the same year, which is found in the case of the Makkah resident.

It is reported from Ahmad that the people of Makkah do not have Tamattu', which is interpreted to mean they do not have the obligation of the sacrifice of Tamattu', because the benefit of Tamattu' accrues to them, not against them.
