When it is impossible to cover the entire head without covering a part of the face, or to uncover the entire face without uncovering a part of the head, covering the entire head takes precedence. This is because covering the head is a stronger obligation (a'kad), as the head is considered 'awrah' whose covering is required regardless of the Ihram state, unlike the face, the covering of which is restricted during Ihram.
