How is the conflict resolved when covering the entire head necessitates covering part of the face, or uncovering the entire face necessitates uncovering part of the head?

When it is impossible to cover the entire head without covering a part of the face, or to uncover the entire face without uncovering a part of the head, covering the entire head takes precedence. This is because covering the head is a stronger obligation (a'kad), as the head is considered 'awrah' whose covering is required regardless of the Ihram state, unlike the face, the covering of which is restricted during Ihram.
