How are debts distributed when the deceased's estate is insufficient to cover both debts to human beings and the expense of Hajj stipulated in the will?

If the deceased has debts owed to human beings, these debts are shared proportionally (*tahassu*). The portion allocated for Hajj from the remaining estate must be used to perform Hajj from the location to which those funds can cover the expense.
