Food associated with a ritual sacrifice must be distributed specifically to the poor of the Haram, just as the sacrifice (Hady) is restricted. The evidence for this is the statement attributed to Ibn Abbas: 'The Hady and the food must be in Makkah, and the fasting may be performed wherever one wishes.' Since the benefit of this food extends to the needy, it is restricted to the Haram, analogous to the Hady.
