Exiting the state of Ihram is contingent upon shortening the hair, which indicates that shortening is considered a ritual act (nusuk) itself, which is the established view. Therefore, one does not exit the Ihram state without it.

Supporting text

An alternative view suggests that exiting Ihram is merely the lifting of prohibitions (itlaq min mahdhurat), and thus one exits merely by completing the Tawaf and Sa'i.
