Is expiation required if a person crosses the Miqat without entering the Haram, regardless of intention?

If a person crosses the Miqat boundary, returns, and does not enter the Haram, there is no expiation required upon him, without any known disagreement on this matter. This ruling applies whether the person intended to perform a ritual (Nusuk) or did not intend to do so.
