If one intends permanent residence in Mecca, no Farewell Circumambulation is incumbent upon them, as the farewell is for one who is departing, not one who is staying. This is the view of Al-Shafi'i. Abu Hanifa stated that if one intends to stay after the time permitted for departure has arrived, the Tawaf is not waived, and the intention is invalid because the person is not departing, similar to someone who intended residence before the permissible time for departure.
