Fighting Muslim enemies who have besieged the Hajj is preferable to be left when withdrawal is possible. This is because engaging them risks Muslim lives and wealth and involves the killing of Muslims. However, fighting them is permissible because they have transgressed against Muslims by blocking their path, thus resembling common highway robbers. Fighting is not obligatory unless the enemies initiate combat or if mobilization (Nafir) has occurred requiring reinforcements, neither of which is present in this scenario.
