If the agent stays in Mecca longer than the period for shortening prayers while being able to return, the agent must spend from his own money because this extended stay is not authorized. However, if the agent was unable to leave before that time, the agent is entitled to expenditure, including return expenses, as the stay was authorized. This entitlement continues for years unless the agent forms the intention to make Mecca his permanent home (Dār).

If the agent forms the intention of making Mecca his permanent residence, even for a brief moment, the entitlement to return expenses is nullified because the intent of permanent residency renders him a resident of Mecca, and this ruling, once established, is not reversed.
