No penalty is due if a pilgrim covers their head with their hands. This is because covering with something intrinsically connected to oneself does not acquire the legal status of covering that necessitates a fine. For example, placing one's hands on one's private parts does not suffice for covering in that regard. Additionally, the pilgrim is commanded to wipe their head during the ritual, which is accomplished by placing one or both hands upon it.
