The fifth condition is that the pilgrim must not be a resident of Al-Masjid Al-Haram (Makkah residents). There is no disagreement among the scholars that the Hady of Tamattu is not required for residents of Al-Masjid Al-Haram. This is explicitly stated in the Quran, where Allah the Almighty says, 'That is for him whose family is not present at Al-Masjid Al-Haram' (Quran 2:196). Furthermore, the Miqat for the resident of Al-Masjid Al-Haram is Makkah itself, meaning he does not gain the benefit of having undertaken one of the two necessary journeys for Tamattu, and his Ihram for Hajj is from his local Miqat, resembling the Mufrid (one performing Ifraad).
