Why is Hajj not obligatory upon one who lacks the ability (Ghair al-Mustatee')?

It is not obligatory upon the incapable because Allah the Almighty specifically enjoined it only upon those who are able, limiting the obligation to them. Furthermore, 'Allah does not burden a soul beyond that it can bear' (Quran 2:286).
