Hunting sea creatures is permissible during Ihram without disagreement. However, hunting creatures from the wells and springs of the Haram is not permissible.
Supporting text
Jabir ibn Abdullah disliked hunting sea creatures due to the generality of the Prophet's statement, 'Its game must not be disturbed.' Another reason cited is that the sanctity applies to the game, similar to the sanctity of the place, encompassing all game. Furthermore, it is argued that since it is non-harmful game, it resembles gazelles. A second narration from Ahmad permits it because Ihram does not forbid it, making it similar to predators and domesticated animals.
