Idtiba' is not performed in any Tawaf other than the Tawaf al-Qudum, and it is not performed during the Sa'i.

Al-Shafi'i maintained that Idtiba' should be performed during Sa'i because it is a type of Tawaf, thus resembling Tawaf around the House. The opposing view is that the Prophet, peace be upon him, did not perform Idtiba' during Sa'i, and the Sunnah requires following his specific actions. Analogical reasoning is invalid here as this is a purely devotional act whose meaning is not fully understood.
